How can I use lingo in place of the tempo channel?

The tempo channel will disable all frame movement and cause behaviors that use exitFrame handlers to not update.
There are a lot of behaviors that do what the tempo channel does, only better. There are a number of behaviors in the database under the keyword "wait" or "hold". You can also use the puppetTempo command to change the actual tempo, etc. As a general rule, if you can do it with the tempo channel, you can do it better with lingo.
